Chairman
Jerome Harris
Jerome has worked as a Quality professional for over twenty years, and is committed to improving both the companies that he leads, and the industry as a whole - through bringing people together to create tangible step-change improvements. Jerome has delivered projects across Building, Rail, Infrastructure, Oil & Gas and HV Electricity.
Jerome is currently the National Head if Quality for Built.

Vice-President
Peter Billimoria
Peter Billimoria is an accomplished Quality Management leader with over 18 years’ experience in construction, a background in Project Management and a Qualified Coach.
As part of his position as Group Quality Assurance Manager for Icon and previous roles, Peter has lived and breathed all facets of the construction industry, leading quality improvements and initiatives within diverse business environments. This includes delivery of multiple projects in operational environments completed defect free as well as developing and facilitating lead indicator initiatives around risk and quality, streamlining the construction of complex projects supporting certainty in delivery.
Peter has a wealth of experience across a variety of sectors, including Government in Defence, Secure Facilities as well as Commercial High-Rise, Civil Infrastructure and Health.

Secretary
David Tatler
David is a Chartered Building Professional and a licensed builder in both NSW and QLD, with over 45 years industry experience. David began his career in construction in 1977 as an Apprentice Carpenter. David has experience in most types of construction including cottage work, hospitals, schools, oil, having worked on the first commercial oil project in Papua New Guinea, and also high-rise construction.
David's recent achievements include Quality Manager for the Western Sydney International (Nancy-Bird Walton) Airport. David’s other experience includes time in the public service and client-side project management.

Goran Cuca
Goran Cuca is a Chartered Professional Engineer and Chartered Quality Professional (CQI) with more than 18 years’ experience in Quality, Systems and Completions across major civil and infrastructure projects. Known for his steady leadership in complex, high‑pressure environments, he brings a structured and solutions‑focused approach to improving quality and completion outcomes.
As the Founder of FORTIQ, Goran helps organisations strengthen quality frameworks, embed effective systems, and deliver reliable and compliant project close‑out. His hands‑on experience and methodical leadership style enable him to guide multidisciplinary teams and navigate technical challenges with clarity.
Passionate about the role of quality in lifting industry standards, Goran is committed to supporting continuous improvement and collaboration across the construction sector, closely aligning with CQA’s mission.

Louisa Budiharto
Louisa is an experienced Construction Professional with a strong background in project delivery, she has contributed to high-profile projects throughout her career in Sydney, including commercial, stadium, and infrastructure developments.
Leveraging her strong foundation and technical expertise as a Senior Project Engineer, she now excels as a Senior Quality Coordinator at BESIX Watpac, driving innovation and operational excellence.

Aaron Jamalzadeh
Aaron is a structural engineer and founder and Director of TeleTraining, a Sydney-based company delivering practical and engaging training courses for Australia’s construction industry.
With over a decade of experience as a design engineer and educator, Aaron is passionate about raising industry quality standards. Since 2017, he has collaborated with leading construction and design companies across Australia and New Zealand to address critical technical knowledge gaps in the construction sector.

Damien Jenkins
Damien brings 27 years of hands-on construction experience to his role in Quality Assurance Management. Beginning as a carpentry apprentice, Damien progressed through domestic residential, civil works, and major projects. His portfolio spans Domestic Residential, Commercial High-Rise and large-scale developments, Mixed-Use Properties & Buildings, Civil & Civil Repair Infrastructure, and Health sectors.
As Quality Assurance Manager for Multiplex (Victoria & South Australia), Damien develops field-ready quality systems and disciplined risk controls that turn design intent into predictable delivery. His leadership is built on three pillars:
• Right-first-time execution through clear ITPs and progressive inspections
• Defect prevention and control of high-risk activities
• Collaboration—aligning consultants, trades, and operations to achieve measurable outcomes at handover and beyond
Damien is committed to helping practitioners share lessons learned and embed tangible improvements across the construction industry.

Steve Dexter
Steve brings a wealth of experience spanning more than 25 years in quality assurance roles within leading organisations. He provides valuable, hands-on expertise in driving quality outcomes on major projects across diverse sectors such as Defence, infrastructure, mining, health, education, and commercial.
Steve possesses a well-rounded skill set to address complex quality challenges. His unwavering focus on defect mitigation and proactive risk management consistently yields tangible results, ensuring project success and client satisfaction.
Steve is currently the National Quality Manager for ADCO.

Associated Organisations & Recent Achievements
Construction Quality Australia has been forming since 2018 - following industry discussions which revealed that Contractors are struggling with similar challenges in achieving Quality and that the industry lacked central body to advocate on its behalf.
Board members of the CQA have been initiating conversations with government organisations such as the Office of the NSW Building Commissioner, the Victorian Building Authority, and with industry associations such as the National Precast Concrete Association of Australia (NPCAA).
